I have not used Milkshape in a long time.
1) Select the object that you want to weld.
2) Enter body mode in wings3d .
3) from the right click menu click weld > (box).
4) adjust the tolerance settings to indicate the distance two points have to be before they weld into one.
5) click ok.
Not what you are looking for? well maybe you want to use collapse instead. Since Wings3d uses the winged edge data structure, welding is not really the same as it is in other apps.
1) select the edge between the two points that you want to weld.
2) right click > collapse.
Hope this helps.

Might also be of interest, re moving a vert to the same position of another, prior to using cleanup to merge / weld stuff together.

I think the 1-5 sequence above (re 'welding' verts on a single object) would be better allocated to Object | Cleanup (also has dialog box 'distance' option) - for this Q
Object | Weld is designed to join pairs of faces (on 2 or more separate objects) together - creating a final single object.

You'll find some further info on the Bridge / Weld page here, if interested :)

Thanks for the reply:) , so what you guys are saying not directly is that wings3d donīt have vertice welding, but face welding. If i wanted to make a edge of a blade like in a sword, how will i do that with out vertice welding?
In here you can see my wings3d models:) cheers.

<< make a edge of a blade like in a sword, how will i do that with out vertice welding >>
Any number of ways, here's a couple:
Create cube
select top face and extract normal a bit (hide cube)
select one (or both) sides of the extraction
Face | Lift (LMB option) > drag to suit.
Create cube
select any pair of vertical edges sharing a common face
Edge | Collapse
