not really...
you can scale things exactly to a reference, but you cant measure stuff in any length because the only way you can tell how big something is in a computer is based on how big it is compared to other stuff.
so youll just have to guess how big it should be.

Well, I think you kind of can.
It depends on what are you going to use it for.
If you are going to export it to another tool, you'll have to know what units the other tool uses or you'll have to scale it accordingly.
For example, you can say decide that a wings unit corresponds to a cm and then you'll have to make your object 168 wings units high to make it the height you want. Then you know that if your object should be 50cm wide, it will mean 50 wings units, and you can build your models using the right proportions.
Or you can decide one wings unit is one meter (as another example) and youll have to make your object 1,68 by 0,5 wings units.
It's up to you. All you have to do is decide what the units represent and stick to it.
If you mean that is it possible to use exact values in wings, yes it is.
While doing some action in wings you can press TAB and enter the value you want.
You also have "Absolut Commands" that can use global coordinates.
